I always thought it was some sort of air monitering station as theres a few bits on top which look like that kind of thing.

I grew up round the corner and it's been there since 1977 to my knowledge. It has been renewed recently as part of the site revamp. As said, I've always presumed it was something to do with monitoring the air quality around the site as it's so close to houses.
