Army mechanics in Swansea?

A friend of mine who is bit of a Billy bullstter claims he is working for the army as a trainee mechanic in Swansea.
What makes it suspicious is that he has worked since the beginning of January and hasn't been paid a penny despite him claiming that the army careers office in cardiff said he will get paid £350 a week with £20000 (yes 20 thousand) bonus every 6 months if he decides he wants to go on tour with them, his excuse for not getting paid, the woman who writes the cheques has been off sick for a while.
He also reckons he only works on brand new vehicles straight from the manufacturer and it's his job to strip them ready to be put to military spec and he only works from 9am till 2 pm and can have any days off he wants.
I'm only asking cos friends and family are getting annoyed now as he keeps asking to borrow money on the promise of paying it back when he finally gets paid but I'm starting to think we are all being taken for a ride

In Swansea? I doubt it.
I know several places in the UK that work on new vehicles for Ministry of Defence contracts, but none are based in or near Swansea.
And cheques? Not in this day and age.
That said, it can be a pain to get money out of the MoD, especially when they're all on holiday at end of the "holiday year".

M4 is always full of lowloaders heading to Chepstow and Castlemartin.

Thales had a facility in Llanelli a few years ago, but I've not heard any work there since.
