Monmouth to Ross on Wye - public transport

Whats the easiest way? how much is taxi likely to be or is there a fairly regular bus service? is there a bus stop near Monmouth rowing club heading north?

planning a trip down the wye in a newly acquired inflatable kayak and want to park in Ross, paddle down to Monmouth and then get back to the car!....
