IF, the flap is in good condition, it should be rigid enough to clip just over the lip on the lower edge of the dash, however over years the bit of hardboard cracks, becomes soggy and generally deteriorates so it wont stay in position.
On my 350i I used a cable tie to hold it up. On my 390SE I drilled a small hole at the bottom of the dash panel and use a brass nut and bolt. On my SEAC I replaced the flap with a new piece of hardboard and recovered it and it does sit quite happily in position, with the end of the flap tucked up behind the lower dash lip.
