Under 16/17 Car Drivers Clubs?

Just a question from a friend that I said I'd float on the forum -

Does anybody know of an under-16's car club in Scotland (preferably in the Edinburgh area)? I've heard of them in England, I would just like to know if they exist in Scotland.
