Cylinder head specialist or very good welder required

Long story short, I've managed to snap a bolt in one cylinder head on my engine. I now either need someone who can get it out, ideally at my house and without removing the engine, or a (ideally mobile) welder who can weld on a nut so I can get it out. Happy to hear recommendations for either of the above!
