NO!

there are open days held by clubs but these are strictly not timed - TVR, MG, Subaru and GTi clubs all hold days.

You can hire the track out (think it's £30 the hour) on weekday mornings - we've done this a few times - good fun.
They're pretty lax - you take full responsibility for your actions, have no timing gear and only one car on track at a time.

We've held a couple of events there which everyone enjoyed. There's no "official" timing taking place, but most people would get someone to record their times using a stopwatch for example.
