How to cause an accident?

Driving back to Glasgow from Stirling just passed the Banknock junction when I spot lots of brake lights after Castlecary arches. Slow down expecting a stoppage of some sort traffic right down to 40mph get round bend going uphill slow traffic wondering why we are slowing down then on raised plinth right at back the parked full livery 3 series

I don't know what is worse them "hiding" at back so they are hidden or the plonkers who slam brakes on every time they see a police car irrespective of speed they are doing.
