I know it's a bit late but I noticed there hasn't been a post up about this:

The proposal to reduce the standard 30mph limit to 20mph on a national level has been up, and has been plastered across many road safety and environmental groups, so no doubt the response so far may be very representative of those groups.
I think it's fairly important that if you have an opinion on this proposal that you fill out the survey provided, it doesn't take long.

Quite apart from being a licence to massage and improve police resolution targets, I see this as being just another way to extort money from the public. That said' the idea has merit if implemented sensibly and selectively. I am in full agreement outside schools, shops and in some residential areas As for arterial routes through residential areas this will only add to congestion and thus pollution. Also the legislation should take in to account the difference between 3am and 3pm therefore should perhaps be restricted to peak hours eg 7am-8pm?

The proposal is to replace the current default 30 mph with 20 mph, ie. anywhere there are lamp-posts and no signed higher limit.
You are right about 30 mph arterial routes. For example, think about the Great Western Road/Boulevard into Glasgow. A 3 lane dual carriageway.
Then there is the exhaust pollution aspect and increased fuel consumption, how "green" is that?

I've shared it to a few Scotland based car Facebook groups. As cars get newer they can stop faster than ever. Yet the limits go down. It's all to get people out of cars and into public transport. If I worked and lived in the same city that would be fine. Unless the government wants to subsidise me for taxis to work in which case I'm all for it
The consultation document ,is IMHO like all other documents/ questionnaires of this type- with questions based on a favorable response supporting the proposal. All this document does is to look for support for the proposal, not solutions to the problem ,as in EDUCATION/ VARIABLE hours of limits. I wonder how those PH who like to try out Scottish roads ( Scottsburgring) will like it.

Yup, same thing happened with the air rifle consultation, that got a 70+% opposition response but was passed regardless, as much as it is a green proposal, if this gets voted through by the majority party it will be the last nail in the coffin that prevents me from voting for aforementioned majority party again.Wouldn't surprise me in the slightest if this bill ended up being passed.
This almost seems like a targeted consultation, as I mentioned in my op (which I tried to portray a neutral attitude in) it seems that maximum effort has gone into distributing it amongst various road safety and environmental pages, and minimal effort to show it anywhere else.
In fact the only reason I heard about it is because a friend I have who is an avid cyclist and general retard shared it on Facebook, imploring people to support it. Which to me says that it really needs to be shared where the people who will be affected most by its detrimental effect (motorists and business owners) will see it, PH to me seemed to be the perfect place for that target demographic.
Anywho, my opinion is that the environmental and safety aspects of it are being overplayed by cherry picked statistics, the cost to business and local authorities will be high, and finally it will be of detriment to ordinary (safe) motorists who tend to adhere to a perceived safe speed. I also cited several studies into speed limits and perceived safe speeds in my response. Essentially stating that, unless millions are spent on changing road designs everywhere with calming measures, all the limit will do is criminalise experienced motorists.
Not to mention the planned emissions tax coming in Glasgow and Edinburgh 'soon'. It will be a double whammy hit to motorists, particularly those who are less well off, at least some people are trying to fight the plans in London (https://www.crowdjustice.com/case/stop-toxic-taxes/), if they are successful that may set precidence here.

The thing is, I noticed at the end of the questionnaire an invitation to create other Surveys for other subjects.So some f***wit has decided to create their own Survey to further their own selfish agenda on the utterly (to put it politely) flawed premise of reducing the National urban speed limit by 10 mph.
That is why the questions are heavily biased in their favour.
It's a false "vehicle" to give credence to their own quest and to **ck with the majority of sensible, law abiding motorists.
