When did bus lane appear on bridge and what the heck are the lethal bits of metal separating bus lane from rest of bridge?

It's a cycle lane not a bus lane; guessing the metal is to stop cars/buses straying into the lane.
Does seem extreme given cycle lanes elsewhere have little protection.
Appeared a few month ago, just before that mass cycle start that happened in Glasgow(that I can't remember the name of!)

It was dark heading east turning in from Broomielaw never saw it due to van in front and did not see any warning signs Need to nip out late and have look in daylight
