Police Motorbike on its side - M74

Saw this tonight when I joined the M74 Southbound at Junction 1 - 2 bikes, one lying on its side and copper had obviously been on the deck.
The two of them and another driver righted it - just wondered what happened? Nothing else about but wondering if they were maybe outriders for the Barca bus as it was about 5.30pm?
