Anyone know why lanes coned off at Park Square, Sheffield ?

I travel home past the station onto parkway every weekday and occasionally I'm running late. After about 18:00, the two left lanes approaching Park Square are coned off. I've yet to see why. There is work on the edge of Park Square (around Broad Street), but I can't see why they've coned off TWO lanes.
For those who don't know the spot - there are two lanes approaching the exit from the bus station [Pond Hill] and 3 just after; the left becoming two at park square itself. If they only cone off the leftmost lane then I reckon both lanes can travel more or less freely, rather than now which means the two lanes backing up past the train station and crawling painfully slowly.

Sheaf street has the cones from Pond Hill to Park Square [A6135].

I'm a student in sheffield, but been away since September. I was really pleased to see last week that all the work on sheaf square, and the front of the Uni and stuff has been finished, it looks fabulous. Pity that most people think Sheffield is what they can see from the Tinsley viaduct.
