i know exactly what this is........it aint a cop car.
I was a best man at a wedding at Hazelwood castle in the summer which is on the A64, and the vicar turned up in this car. What he does is, if theres a fatal crash, he goes to the scene and gives the victim there last rights before they die. Thats why its stickered up and has lights on cos hes got to get there quick.
Very grim but true......

My brother got married there a year or so ago, it was brilliant, if pricey. I seem to remember I got through £2-300 in cash plus my bar tab got to £480 and my room was £180. The bill is presented in an envelope labelled "The Damage". The wedding was on Saturday, it was Tuesday before I felt properly sober. The food was good, the staff friendly and professional, the rooms were nice (mine was a 3 room suite).

I've thought about this alot whist on the A64, and I reckon it's not true. It can't be.
You're saying a memeber of the cloth, with no specialist driving training, is sanctioned to roam around in a marked car and siren through the traffic to perform his holy duties...
a) If you are gonna die in a crash it will mostly be instantaneously (I'm a trauma surgeon)
b) Vicars are not known for their high speed driving talent
c) Just how much demand can there be for a Christian minister to perform "last rights" in the North-East Yorkshire area. He can't do Judaism/Islam/Hindi/etc
d) A Renault?

Hmm, well...
It might be some sort of "duty priest" who covers several hospitals (This seems to bring to mind a mental image of Monty Python C of E "flying squad" sketches). It's not unreasonable to expect there to be some sort of on-call system, and I imagine that in North Yorks C-of-E and Catholic faiths would make up the majority of people in need of support.
Just because he/she/it has a flashing light doesn't mean he has any sort of licence to drive quickly. Police panda cars aren't meant to drive quickly and still have blues, some of them don't even have a siren. I remember in the 80s some panda cars reputedly (for what that's worth) had limiters on the throttle pedal. Seems unlikely, but I suppose it's possible.
Do Doctors with green lights have any special driving training? The ones I have seen certainly don't appear to have.
