Leeds city center, what happened??

Gridlock through Leeds city center up until near the town hall, then all was explained....
Road to the left of the town hall was closed as a golf had spun with most of its tires blown and several officers were diverting traffic away from the road, also a cop car with a dented front end and missing front bumper nearby!!
Any ideas what was going on and what happened?? If it was a simple spin and blow out I thought they would have moved the car ASAP due to rush hour starting, they didn't so it must have been more than that...
