(Re) Re-surfacing of A1(M)??

I've probably missed something about this, but can somebody tell me why they're ripping up all the new tarmac that was layed nearly 12 months ago? Any links?

Apparently they reused the stone they dug up on site as the consultants said it would be OK but it wasn't up to the job & started to fail, so the whole job has to be done again.
Don't take this as gospel, in case the consultants want to sue me, but this appears to be the problem as they are digging out all the sub base.

Thanks for all the responses, have to say I was a little surprised after not being up there for a while (they'd just finished laying it last time)! Cant say I am/was happy so wondered who and what to blame.

Seems to be only the Northbound side though? Or is the Southbound going to be ripped up aswell?
