Was it on a road? If so you can report to BiB as there was obvious contact between the cars they can VRM trace and they have access to insurance company details on the all seeing all knowing computer system. Should be able to get a claim going that way. Might have less success taking action against the driver if there are no witnesses; did get one put on driver improvment scheme for similar thing once though. Still worth having a shot at the above even if it was in a carpark. My advice is to always keep a cheap disposable camera in the car and photograph the damage and vehicles in situ..insurance companies love it ,it stops them having to do any hard thinking.
