Who did I see?

Out and about near The Quays in Salford late this morning.
Just about to turn right towards The Lowry/The Edge and a police traffic car had the road blocked.
Slowly through the red lights appears a convoy of 6 trafpol liveried cars all with blues lit very closely "sandwiching" one of the forces' silver unmarked 5 series BM's.
As in 2 in front, 1 on its nearside and 3 bringing up the rear.
There were 2 officers in the unmakred BMW and 1 guy (in what looked like a smart civilian suit) as a passenger in the rear.
Who could it have been?
Anyone have any idea or "inside knowledge" to satisfy my idle curiosity.
It was about 11:00 and they headed towards the M602/Regent Rd. roundabout although I couldn't see which route they were intedning to take as I'd turned by then.
