Its not so bad before 0815 ish, it can get busy on the A6/Greaves road on the way in but you can cut through Barton/Bowerham.
Getting out again is not so bad, it all depends where you are parking because if you have to traverse the one way it can take a while, I'd be parking with this in mind and maybe walking a bit further, its not a big place by any means.
It will be a lot easier than trying to get out down Garstang Road/New Hall road in Preston at rush hour.
I do both cities regularly and Lancaster is a doddle once you learn the rat runs

You should be fine for B&Q, if you go A6 or M6 and off at Galgate you only have to suffer a few hundred yards and turn left after the hospital so you'd miss the worst of it.Jobs at the B and Q so not too far into the centre I think and parking on site.
