Carlisle Car Hire for an 18 year old

The topic of 18 year old car hire has been done to death, but the internet (Google) has not been particularly forthcoming with regard to firms that are willing to do it.
The pitfalls are the typical ones of "Only over 21" policies, along with the reluctance of Google to show anything in Carlisle, preferring Newcastle and Aberdeen (because Carlisle is so close to both cities!)
Does anyone know of any firms that offer car hire to 18 year olds, preferably around Carlisle station?
