Major police "op" in Devon

Devon and Cornwall plod have just started Operation Vortex based around their Exeter Traffic Office.
I've just returned from Exeter along the M5 and in 12 miles spotted 3 unfortunates being pulled by plain cars:-

There was talk of a 2 week campaign on all major roads starting today on the local radio earlier, so I guess this is it, unmarked cars on patrol due to the increased number of accidents was the reason given.

Primary routes in and around the force area will be subject of attention by the team to address complacent or arrogant driver behaviour. An unmarked motorcycle and a number of unmarked police patrol vehicles will be used, some equipped with recording technology to catch those flouting the law. Officers will deal robustly with those they detect offending who make the roads in Devon and Cornwall unsafe.
In particular, Officers will be targeting offending which contributes most to injury collisions, particularly poor driver behaviour, mobile phone/ device use and other driver distractions, not wearing seat belts, drink driving and excessive speed. Research in 2010 highlighted that motorists are using mobile devices more for accessing social media when driving. One in five motorists in the South West admit to checking social media alerts whilst driving, making this a particular focus (1).

Road deaths went up last year or something.
I've never found D&C police too focused on speeding in all honesty. I know they never used to enforce 20mph speed limits, dunno if they still do, and I don't think I've ever seen a scamera van in Devon.
As long as their stopping the right people for the right reasons then it's alright really.

I passed a scamera van on the A38 between Marley Head and Ivybridge this week! I have seen 3 different scamera van locations being used around Dartington & Totnes.
The main area is on the long straight before the Plymouth turning whilst goind westbound on the A38, oh and along the embankment into Plymouth
They have not stopped, unlike other areas.
Oh and I also saw the Skoda Octavia pulling someone today, M5 between Wellington & Exeter

So they going to start with their own force ?You hardly ever see a local copper round here not driving round without being on the phone (bet the mobile signal is better than their radio reception)

They are also using a silver BMW 3 series on, i think, a '59' plate. Passed the thing two weekends ago on my way down to Dartmouth - the bugger was cruising along in the inside lane just over the border into Devon.
He was doing 75ish & as i drew level with him i could see the camera's etc on the rear parcel shelf & the front dashboard.
I thought he was going to stop me once i had passed him (i was doing about 77) however he glanced over towards me & gave me that sort of 'you know who i am so slow it down' sort of look.
I did just that & he overtook me a while later when he was after a bloke in an R32 VW Golf who he proceeded to stop some way down the M5.
