M5 Tiverton to Exeter today

Not sure if this is the best place to ask but it is regional......
I am intrigued to know what was going on today on the M5 between Tiverton and Exeter, it was swarming with marked and unmarked cars, bikes, vans and cameras on one bridge. I was heading southbound at 9am-ish and travelled back northbound around 4pm-ish and I saw at least 10-12 police vehicles at both times, often they were travelling at high speed but with no blues and twos going???
Did anyone else see it or know what was going on? I'm not sure if it might be a sting or a training exercise or something else.
