Membury Speed limits

Anyone know what the hell is going on around Membury services with the matrix signs??? everytime i drive up and down the M4 the signs are always showing 40mph limit of "Queueing Traffic" and evertime there is absolutely nothing going on...

its been like this for weeks...there must be some lazy gits who cant be bothered to change the signs to show something more useful like "get out of the middle lane you plank!"

Last Friday by Membury Westbound I needed - "oi, bint in the white Micra - the fast (sorry, 3rd) lane is not an appropriate place to sit at 65mph - surely the many (naughty) people undertaking you are a hint?!!!"
