I don't think they are finished but they do appear to be rear facing speed cameras. One on the way down Whiteladies Rd between Henry J Beans and Henry Africa's, facing down towards Henry Africa's.
The second one is facing up the road just below the pedestrian crossing below the Kitchen Shop but on the opposite side of the road.

I had another look this morning and the one by Henry Africa's is on the bus lane (it's also a part time taxi rank so you are both right!)
I couldn't see what times the bus lane is operational, I've got a feeling it's only a part time bus lane and as the road is quite wide there I wouldn't have thought that cars using the bus lane was especially problematic.
Who knows! We're talking about BCC after all...

They'd be far more use at the top of Passage Road at the Charlton Road junction. Dice with death every time I go home from work with inbound traffic howling up over the dual carriageway, part hidden by those loely pedestrian safety barriers!
Outbound cars are just as fast and the trees don't exactly help visibility exiting Northover Road.

That junction is a joke! Too much confusion. People never knowing who has right of way.
