Any Devon & Cornwall plod on here?

Today I was heading north (east?) bound on the A30, from Bodmin up towards home - approx 11am.
I got to somewhere near Okehampton and as i'm going along there were cars coming the other way flashing their lights like mad. So i checked my speedo, then kept an eye out. I come around the next corner and in the "near distance" I see a UK registered Merc Sprinter van in the outside lane, heading towards us ie on the wrong side of a dual carriageway! I checked my mirror and then braked hard as the guy who was overtaking me didnt appear to have seen it and had to dive across. The van had its hazard lights on, so of course that made it okwink
I then clocked the distance to the next on slip where he could have gone wrong. Just over 5miles! So he's either left a layby the wrong way or he's got on the dual carriageway the wrong way!
Maybe 5mins later there were 2 police cars zooming south (west) towards the way he had gone, so I was wondering if anyone could find out just what this idiot was on??
I have to say I was a bit scared for a minute or two when it happened!
