M4 Static Cameras

Static cameras have recently appeared on a couple of bridges between junctions 17 and 18 on the M4. Those covering the Westbound lanes are attached directly to the bridge, while those Eastbound (just after jnc 18) are on "stalks" and elevated. They are white and there is one for each lane. There does appear to be more than just a camera per lane.
Does anbody know whether they are some sort of speed camera or just CCTV?

Pretty certain these are CCTV/traffic flow meters.

I saw this, couldn't make out exactly what it was but when I went through there was a 50 limit on the new signs and a number of patrol cars "downstream", perhaps some sort of joint exercise, who knows.....I thought some of the cameras were registration recognition jobbies........big brother again....

3/4 weeks ago driving eastbound on the M4, between Bath and Chippenham junctions there were 4 police cars parked up next to the westbound carriageway. A few miles later I spotted the new cameras fixed to a bridge.

I suspect it's a permanent ANPR set up, with BiB waiting a few miles down the road.
