Outlands Road Plymouth road Works

Sorry if this is a bit 'local'. but....
For those that don't know it, this is a normal road with two lanes on each side. There is currently one lane closed for a short section for water main works on the out of town side of the road.
Despite numerous red signs saying USE BOTH LANES all the way up the road, most people insist on getting into the one lane about 400yds early, then feistily prevent you filtering in at the lane closure, again, despite a large sign saying MERGE IN TURN.
It does my head in... but not a much as the complete w~~~~s who take the holier than thou attitude and actually block the outside lane to prevent people trying to use both lanes.... Un-be-lievable.
