Road closure recommendations - Devon

My elderly dad lives in Devon and the county council say he needs to get a road closure to repair a garden wall. The lane past his house is too narrow to comply with the Ch8 regs for working alongside live traffic.
A google search has only brought up companies dealing with motorways and major events which doesn't seem appropriate for repairing a garden wall on a small Devon lane. Can anyone recommend a local firm who'll deal with this on an appropriate scale please?
<Rant Warning> The regs seem to be written assuming everywhere has wide roads with vehicles at 30mph. So as soon as you lift a pointing trowel Ch8 kicks in and demands a lane width which is wider than the road itself. However when the builder does the pointing on the return end of the wall just inside the boundary the existing lane is safe. If his foot so much as crosses the line by an inch then the road is spontaneously unsafe, too narrow for vehicles and a segregated pavement is required for the pedestrians who normally mingle with the traffic.
Anyway that's the regs and the builder will enjoy doing his pointing in a stretch of barren tarmac. Any help or suggestions would be hugely appreciated.

If the road is too narrow to comply with Chapter 8, then surely a total road closure is the only option (assuming its a "public" right of way/road)?
How long is the work going to take? If its planned to take less than 2days then you can apply for Temporary Traffic Regulation Notice (TTRN). If its longer term works then your local council should be able to advise you about Temporary Traffic Regulation Orders (TTRO's).
TTROs are not cheap though as (for Bristol CC) its ~£1900 for the Order + £750 for each road that is effected by the order + Traffic Management and Signage costs.
The other way is to seek a minor works licence but it assumes you have found a contractor and requires you to provide contractor details, details of the proposed works, location and traffic management plans.
Approach the local council as they'll be best to advise.

There is a firm called MT Mills that do Civils work.They're used to working for DCC and other local/district councils and should be able to provide a practical/realistic requirement and answer.
Options are widespread - the lower the sped limit the lower the ch8 requirements, so that could be one option. Portable traffic signals can be hired, or even stop/go boards for short duration works.

Spoke to MT Mills, the chap was very helpful. They use Amberon for traffic management so I'll contact them. Also another person has suggested KJT.
The wall repairs are going to take more than a week, so I'm into TTRO territory. Devon charge £800.
Re stop/go boards - It's just a 3.5m wide lane, the council said it would unsafe to have someone working in the road with traffic going past. The builder is happy to do that but the council was say the road isn't wide enough, so stop/go board or signals won't help. There's a car every 5 min so it would be hugely disruptive for the builder to clear his stuff each time a vehicle came along.
