Clifton residents' Parking?

Do you think it's a good idea? personally i think it'll help but it appears to be causing a bit of concern in my street.... mostly due to those in unconverted houses getting the same allocation as each flat in a converted property.
Does anyone know when the residents parking rules are planned to come into force, what the entitlement is and how much its likely to cost
The details are on the council website. I think it comes into force in January. Allocation of spaces depends on how many off street parking spaces you have.
My wife works in a school in Clifton and drives as she not only has to take a lot of school books but also takes children to the school. When the RPZ comes into force then she will not be able to park so will be forced to use the non existent public transport service into clifton whilst transporting more books than she can carry.
For clarity: I do not think it is a good idea.
