Electrical Engineer or Electrician Needed

I'm helping a tennis club relocate and build 4 new courts. The courts are going to be about 170m away from the overhead power supply and the electricity meter and we need somebody suitably qualified to specify the size of the new 3 phase underground cable from the meter to the courts and floodlights and the associated electrical work. My local electrician knows the answers but does not have the qualifications to put his name to the design and carry the liability

Can anyone make a recommendation?
