Rally of Devon...

When I become Briton's first benign Dictator in a couple of years, one of the first things I will change will be the law on allowing Motorsport events on public roads in England.
The first event I will bid for will be the PistonHeads Rally of Devon for either the WRC or IRC (which ever is the most exciting at the time). The only trouble is, I can't think of many good places to have Special Stages.
What routes would you suggest for rally Special Stages on Devon's roads?

Hillclimb - just outside starcross, and finishing up in haldon woods before the A380.
Must be lots of options for tight narrow country lane stages.
1 mile VMAX event on the M5 past Exeter services
Nice stage from Lynmouth up over Exmoor to Simonsbath (this could be somerset technically though?)

Does this mean that (when you are The Dictator) that all these Cycle clubs who currently create traffic hold-ups by racing on public highways, ignoring the highway code, without so much a by your leave will be forced to apply for permits and road closures?

As for a nice challenging drive offering some fast bits, some narrow bits, some steep and bendy bits, and some nice drops off one side of the road,- try starting at Blackmore Gate, nice sprint towards CombeMartin, Rt turn to Hunters Inn, over Holdstone Down, at Hunters a choice, either, Left up the hill to Martinhoe and down to Woody Bay and the Toll road (watch for oncoming) to Valley of the Rocks and Lynton, Or, Right taking you out to Parracombe by pass and a fast run back to Blackmore Gate. While you are in the area pay a visit to Lynton /Barnstaple narrow gauge railway at Woody Bay station (on A39, not at Woody Bay!)
