Officially no local individual runs things. Paul Garlic (PH manager bloke) runs the local forums. Over the years people have volunteered themselves to act as unofficial regional organisers. That way the region gets to have well planned and organised events. In order for that to work those people need to be capable of the task and they need to have the trust of the members.
I have been regional organiser since the NE Forum was launched though over the past year PHers zebra & crowley with the support from myself and bomb have taken a leading position. If I've learned anything in my years as regional organiser it's that the organiser needs to be willing and able to make the decisions and hold them as final for the good of the whole. Some decisions may not suit everyone, that's life. The NEPH collective has too many people all with their individual needs and wants. It is impossible to cater for or satisfy the needs of everyone so organisers make choices for the collective. If the majority of the collective post negative comments then the organisers will choose to either give up or adjust their future decisions to suit the wishes of the collective.
The recent decision to close the Dawn Raid was made for the safety of the event. There are several elements to this but I hope you can appreciate that 50 cars all trying to keep together through little villages with traffic light junctions, etc. could soon become unsafe. We would have people running red lights or speeding in villages so as not to lose contact with the car in front.
Anyone can choose to be regional organiser. The right to hold that position is measured by the number of NEPHers that attend and re-attend their events. Zebra and crowley now hold that position for that very reason.

Thats how the may talk in Northumberland but in Tyne & Wear we are bit more direct "On board mechanicle devices that raise the air temperature to prevent the occupants suffering coldness are for members of society that take it up the chuff."
