Has it got a thermostatic radiator valve? Remove the head and check that the pin in the middle moves freely. Does the radiator heat without the head?

It does have a thermostatic valve. Pin moves ok. It doesnt heat up with the head removed.

Have tried turning all other rads off and still no heat.

Gentler tap the pin with a hammer or pliers a few times

The pin moves freely.

Was wondering if it could be that the thermostatic valve is a one way one on the wrong side of the rad.
