speed trap next to Dunston Excelsior behind metrocentre?

Just curious if anyone else noticed this yesterday...
We were travelling to the metrocentre from Gateshead on the back road when coming past the Durham Excelsior I spotted a guy in a luminous jacket just standing in front of the few terraced houses on the Left as we passed him, from what I caught in my rear view mirror he produced some kind of camera which he had previously had hidden under his arm and pointed it at the rear of my car...and possibly the car behind me.
Anyone else notice this or notice any further details ?
Was this a Police speed trap?
a little sneaky if so, being sited in a very short 30mph run of road between two 40mph sections...
