Slow moving vehicles on A1

Many north east ph'ers will be aware of the signs on the entry slip roads to the A1 in Newcastle/Gateshead area which prohibit tractors/jcb's etc during the rush hour.
Do these signs mean generally all slow moving vehicles are prohibited or just the types depicted on the signs?
Iam getting quite pissed off by slow moving mobile cranes causing long tailbacks in the morning rush hour.
Anyone else experienced this?
Is it worth reporting to the police?

Just tractors and JCB's restricted. One horse power vehicles and shed draggers are free to cause all the congestion they like (and they often do)Do these signs mean generally all slow moving vehicles are prohibited or just the types depicted on the signs?
