Odd electrical problems with wipers

I'm having problems with the windscreen wipers.

When I push the stalk up they work fine on both settings. Washers work too ( I have just upgraded to the ones that are on the wiper arm after the tubing fell off the nossle.)
If I push the stalk down it blows the fuse ( There was a 20amp fuse in there but after consulting the Bible it says there should be a 10 amp fuse which is even more concerning)

Why does the fuse only blow when the stalk goes down ? What should I check?

Also the wipers never return to the bottom ~ I always have to time the switching off so that they stop at the bottom. This has been going on for a few years now ~ I'm not sure if it is related but I may as well fix it at the same time.

Now I don't want it to rain but they are useful for wiping the bugs off teh screen!

Hi Tim, it`s possible that you have a wiper park switch problem. The contacts inside could be broken, on my S2 the park switch is located on the wiper motor.

I reckon you have 2 problems - the park switch and something up with the intermittent wipe wiring - which is the bottom switch position.
I'm not sure all cars had intermittent wipe, so it could be someone has hacked the wiring about trying to get it working, or maybe you have a faulty intermittent relay.
I suspect the 20A fuse is explained away by someone experimenting and running out of 10A fuses, not that I've ever done that you understand

I didn't know some had intermittent wipe mine doesn't or it's broken wipers don't move but switch goes to that position. I wonder how hard it would be to make it work?
