Anyone have any tips on how to re-attach the Earth lead to a rusty petrol tank?

Don't know, but if I were you I'd consider the following procedure:

1 remove rusty petrol tank
2 fit replacement non-rusty petrol tank
3 attach earth lead

Just a thought!

The spot weld on my earth lead connection to the tank sheared off, resulting in no earth and therefore no fuel gauge reading. If this is what has happened, then try this. Gently, ie by hand, clean up an area on the flange of the tank. Place a stripped piece of wire over the flange, then press on a 'speed clip' or similar, over the whole lot to hold the wire firmly against the tank. Speed clips, if you haven't seen them, are simply a bit of metal bent back on itself through about 185 degrees, with a couple of holes in to accept self tapping screws. I haven't seen many on my S3C, but they are quite common on my Triumph Vitesse. It's hard to explain here; best speak to a fastenings specialist near you to get hold of them. I then whacked a gob of underseal over the whole shebang to waterproof it, and attached the other end of the wire to a nearby chassis earth point.

So far, no snags, and saved lots more beer tokens by doing this than by buying a new tank!

Cheers
