If it is exhaust clamps grounding quick fix is to turn them upside down, just bit more fiddly to tighten them.
Suspension "rebuilt" is a rather broad statement, presume included new shocks/springs, if adjustables probably need setting up properly ?

Mikalor clamps are way better.
If its hitting the ground after new shocks springs it either got the wrong parts or is set up wrong. Had mine replaced and set up and not hit the ground in the last 2000 miles. The exhaust is only 3 1/2" off the road as well so still need to negotiate speed bumps with care.
