Can the rev counter be re-set to zero??

I have for a while now been trying to solve the problem of my ideal speed being just over the 1000 mark (about 1025/50)...this has proved to be a problem that will not go away 
I have just noticed, however, that when the car is not running the rev counter is not actually on the zero - it is just above (about 50/75).
In conclusion then my idle speed is correct and my rev counter is showing about 50/75 revs to many.
Anyone know whether you can re-set the rev counter so it starts at zero??
Or do I just put it down to one of those 'TVR' things?
