How do you unwind Inertia Reel seat belts

I have taken off an inertia seat belt and now I want to refit it the damned thing wont unwind enough to get it back on

It has to be in the correct orientation, but if the reel is fitted and the car is level it should just pull out as normal?

If I understand your problem correctly, you will need to pull the belt until it goes tight then let go a bit so the inertia mechanism releases (if it is really stiff you may need to feed the belt back in a bit) then pull the belt slowly... its just like when it tightens when you lean forward and you have to sit back and try again if you know what I mean ?
mine would not rewind, so I prised off the end cover (make sure you dont damage the tabs)and the spring let go altogether. I re-wound the belt as far as I could, refitted the end cover and now the tension is good both ways

GV8S is right - you have to hold it in the same orientation as it would be in the car, or the inertia balls will lock it.

Thanks for the help everyone, I just held it rigid and vertical and it unwound.
