Wheels looking shabby

My wheels are the OZ 'lattice?' type, the ones that look like split rims but aren't. The polished rims themselves are ok but the 'bolts' around the edge of the rim are going rusty.

Can these bolt heads be removed, if so is there a special tool, and what would be the best paint to use on them? I was thinking of painting/spraying them black to contrast against the polished rim.
