I guess your question relates to whether the lighter is wired through the ignition or is live the whole time (I had this same conversation with Justin). I guess, as mentioned on Justin's thread, it's luck of the draw as to how your lighter is wired as per standard TVR practice .
If yours is through the ignition, you could try rewiring it to use an alternate feed e.g. full-time live feed to stereo, but you'd need to check the current requirement of the charger, and you'd need to make sure that you never pushed the lighter in, or you could end up with a melted wiring loom!
The alternative would be to install a dedicated socket. I think there's a pertinent link on Justin's posting.
