I don't think it is, once the metal they are made from has "pitted" it cannot be made good for re-plating.A lot of TVR Car Parts stock went to David Geralds I believe?
I'm awaiting arrival of a replacement from another brand of car maker . Not sure if it'll work but I sourced one cheap enough for a punt. Happened to be stood waiting for an engineer to turn up for a site inspection and spent the time looking at the curvy rear end of a modern car thinking 'That looks similar to Samy's rear end. I wonder if that filler capwould work?'
I agree that it is virtually impossible to rechrome these as they are made from an alloy. If you really get stuck there are a whole load of different caps sold by Car Builder Solutions http://www.carbuildersolutions.com/uk/

It can from new, all manner of car parts are made from it, badges, handles etc.
The problem is that with age it corrodes, all the blemishes you see in an old petrol cap are the Mazek corroding and in effect breaking through the chrome, in bad cases there is a kind of white dust or powder.
These pit holes cannot be filled or repaired to give a good surface to re-chrome.
