Loops behind seats?

What are the 2 loops for behind the seats on my S1? They are bolted through the inner rear arches.

long shot but....... have heard of people carrying dogs in open top cars and needing somewhere to attach their lead ?

So I'm guessing that they are not standard in all S series models then?
