Below and behind the glovebox there should be a piece of stiff carpet that will pull down (may be a screw or two holding it)then this lot should fall out, fuse board, ECU and a couple of relays....

Noticed yours is a V8, probably very similar, but knowing TVR if yours is LHD could be above steering column
ETA have you tried a live feed direct to pump to see if it works before pulling fuses out? If screenwash has ever frozen may have just popped the fuse but may have burnt out pump motor?

The fuse box is definitely still in the passenger side for the RHD V8s. Hopefully its still there on the LHD cars.
As said before, look for a carpeted panel in the top of the foot well. Should be the one one lower that the base of the glove box. It it slighly longer than it looks and catches in behind this join, so by pushing it in and bending the centre down into the foot well it will fold down. The fuse box will then be in the centre of the rats nest.
The wiper wash should be the fourth down on the left hand side and be a 15 Amp fuse.
