S3C Steering column top mount

Progressing well with my rebuild and attention is now on steering. I have replaced all steering column bushes but to me I still have excess movement. This appears to come from the top mounting. The top mounting is secured by 17mm bolts with penny washers behind them and this just does not look correct. Can someone please describe or photograph how their top steering column mounting is secured.

Yep you are exactly right how it is attached - you can even adjust the wheel height slightly by adjusting the wheel position and tightening the bolts.
