Photoshop Help

Could anyone help me with this? My dad has asked me if it is possible to blow up the photo from the newspaper article. The chap on the left is my grandfather. It is a scan of another copy (nobody can find the original). He is after a 6" X 3" print of the photograph but as you can see, the more it is blown up, the more it looks like a load of dots. Is there any trickery that can be done to make it look more like a photo?
