I think it might be called the Dave Hill effect

There is no fixed way to do it in photoshop because he uses a lot of lights to get the effect, but this will give you a starting point.

All the photoshop versions of this 'look' just seem to boil down to really punchy localised contrast.
[slight rant]
I wish magazines would stop overusing these 'localised contrast' techniques to 'save' dull pictures though. Nothing more distracting than seeing a white/black halo round the photo's subject.

Quite like that way of doing it, least you get some control over the varying levels of 'wide area sharpening'. Could paint some masks where the effect gets a bit heavy handed...[slight rant]

Yea it is a kind of urban effect and Dave Hill is known for it.
