HDR in PS Elements?
Discussion
I haven't found the HDR option on PSE. It might be worth looking at some separate software such as HRDSoft.
I find it rather amusing that the magazines spend so much time doing instruction guaide in the latest versions of PS, that package is more than most users spend on their first body / lens combination!

If Elements can handle layers, then you should be able to do the HDR conversion shown in the mags. A lot of them start with a single RAW image, from which they make two conversions - one exposed for the highlights (usually the sky) and one exposed for the shadows.
Both conversions are then imported in to your photo editing software, each on a separate layer, and then parts of one layer are erased to allow the correctly exposed parts of the second layer to show through.
