Are there any free applications out there to simply take a video and re-save it at a lower resolution?

I have many 100Mbps 4K video files which I don't really care to have at that high a quality, so I just want to drop them to HD to save space. No other editing required.

I have paid photoshop photography plan (but not the full creative plan that includes all the video editing software). I can use Lightroom non-classic to trim videos and tweak visual levels and re-save, but this seems to only be at the original resolution and frame rate with no option to knock it back.

I have loads of videos to do, so this it not something for a few days trial software, and I do not want watermarks, etc, so free version of imovie is not suitable.

There isn't a 'pay' option for iMovie (other than Final Cut). It's a native app on Apple devices. If you have a Mac, it should be there or you can download from the App Store.

If you don't have a Mac, as above, Resolve will get the job done but as you're not looking to edit anything, you might be better off with something like Handbrake (https://handbrake.fr/docs/en/latest/introduction/about.html) or Movavi (https://www.movavi.com/videoconverter/). Simple down-scaler tools - just drop and convert.

You could use www.clipchamp.com?

Import the media and export in 1.080p, 720p or 480p.

Handbrake. We use it professionally but it’s free.

Lots of variables but the presets are great

I would use Handbrake as you can import and entire folder, queue it all up & then encode it straight out again.

DaVinci Resolve performs the same task but is more of a video editor tool so will be more involved for this straightforward job.

I have used iMovie a lot and have never seen a watermark….. it’s included in the Mac software if you have one, easy to use.

Thanks all... I've played around with them all and have stuck with Davinici Resolve. It is a bit more complicated, but does what I need and a few more things too. I'm doing each video one at a time as there's a bit of trimming here and there.
