Be gentle with me....

In the world of digital photos I don't understand the concept of "size".

I understand the concept of "amount of data in the image" but I'm really struggling with how to control the physical size of the way the images display on screen.

Sometimes when I reduce "size" the amount of data in the image reduces (i.e. definition) but the darned thing still remains so physically big you can only see a quarter of the image on screen at any one time time.

Is there an easy answer?

What are you using to view the files with? On all my Windows computers the default Photos app always fits them to the screen, regardless of pixel dimensions.

There are two things - File size and Image size (in pixels). They are not necessarily related. If you reduce the amount of data the file is compressed (loses image quality) but the pixel dimensions remain the same. So if you want the image to take up less screen real estate, you need to resize the image, not compress the file. In real terms, you may have an image of 3000 x 2000 pixels but want to resize it the 600 x 400 pixels. When you do that the file size will reduce too, but it's a secondary thing.

That to me sounds like like that whatever you're using to view the photos, the viewing preference is set to a default of 100%. There should be a preference that says something along the lines of 'fit to screen' and this should be selected.

You shouldn't really need to alter the size of a photo unless it's being used for a specific purpose; printed publication, website, display graphics, etc..
